You can preorder the LE Basic dolls are only available during the 10 Year Anniversary Event period. Fairyland don't release them as basic after the Event.
100 sets of each Full Package dolls are available worldwide and can be purchased any time while stocks last.
Lora, Lorence, Popo and Pupu may become available again as new Limited Edition Full Package with new outfits depending on the future schedule, but regular Basic products will not be released.
